against an expert-reviewed sample of 545 links across 62 programs. Every confirmed
claim in an answer cites the evidence — if there's no citation, treat it as analysis,
not database fact.
Air Force RDT&E data has two gaps: PB2025 and PB2027 AF J-books
were never posted publicly. Absence of an AF program in those cycles means the data
isn't available — not that the program was cut or restructured.
